The College Bound Scholarship program represents a phenomenal opportunity for the City and its residents and continued positive change for Hammond. By offering a “full-ride” college scholarship to its high school graduates, Hammond will become the first city in the nation to invest public dollars in raising the level, importance and performance of its student population, and in the process secure the community’s bright future. Mayor Thomas McDermott, Jr., in an effort to help Hammond residents who do
not own a home, has created a program that offers Hammond residents the
opportunity to purchase a home through down payment assistance. The program
also offers police, firefighters and educational professionals a unique
opportunity to buy a home in Hammond.
The Homebound Home Ownership Program
provides eligible individuals/households with forgivable loans to purchase a
home in Hammond. The program is designed to further build interest in
homeownership in the City. “One of the issues facing our City is the lack
of owner-occupied housing. Like the College Bound program a year ago,
Homebound is designed to create interest in investing and living in Hammond.
The Homebound Home Ownership program offers buyers up to $2,500 to assist
with a down payment or closing costs on an existing home and up to $5,000 on
